It is a sad idea to think about, but you may need to get your mother admitted into a proper treatment facility. If you were to make this a legal matter I am sure you could get control over the lease, and help your Mom's mental state. I am not very well educated on this subject so I don't think I can suggest any more options than getting your mom proper treatment, and getting you control over your own life, by handling household affairs for you and your brother. I am sorry I could not be of more help.
