Why is America so quick to help out other countries and not our own?

every time there is a disaster in other countries America is always the first to respond and fork over 100's of millions of dollars to help. Meanwhile when it comes to schools and roads and the homeless and poor americans just trying to make ends meat get no help....And i'm not going to even get started on how many americans cant even get proper health care....yet we still spend alot of money on these countries when our own country is in shambles...Now i'm all for helping but dont you think you should take care of home first.....example if my friends kid needs $1000.00 for a surgery and my kid needed a tutor that cost the same i,m sorry i am going whit my kid and then help out my friend if i can.......what are you guys thoughts.....
